BROOMFIELD, CO - April 28,
2008. The City Of Gainesville, Florida has contracted with Innoprise
Software, Inc. for new Community Development software that will replace
the City’s current system. Gainesville purchased Innoprise
Codes Enforcement, Permitting, Planning & Zoning, Inspections,
along with Internet enabling, Citizen Access. Gainesville has a
population of 122,000 and serves as the cultural, educational and
commercial center for the North Central Florida Region.
The City provides a full range of municipal services,
including police and fire protection; land use planning and zoning
services; code enforcement, streets and drainage construction and
maintenance; refuse and recycling services through a franchised operator
to name a few. In 2008 Gainesville ranked 22 on Forbes.com's
list of "America's
Smartest Cities" and Gainesville
Ranks #1 in Cities Ranked and Rated book in 2007 that
studied more than 400 metropolitan areas in the U.S. and Canada.
Four key departments within the City desired replacements to
their existing database application to improve internal access to
information, embrace the Internet, and offer wireless access to staff
from the field. Gainesville departments were eager to offer
functionality to their citizen’s over via the web, along with the
ability to process on-line credit card payments.
Community Development departments identified specific Internet
functionality required for the citizen’s of Gainesville. “Our
Building Inspection Departments needed businesses to remotely apply for
building permits, renew contractor licenses and to submit and track
inspection requests over the web,” explained Russ Blackburn, City
Manager for Gainesville. “Our Planning Department desired
citizens to track the progress of projects and apply for land use and
zoning applications via web. The ability to integrated with our
existing cashiering system and process on-line credit card payments was
another critical component as well,” said Blackburn.
According to Blackburn, the challenge was to find a system
capable of meeting all of their desired functionality and support
wireless capabilities that allow building inspector and code
enforcement staff to access internal software through web portals from
the field. We evaluated solutions from several companies.
After an intense RFP selection process, Gainesville selected Innoprise
